Breather

General Information :

Objectives : The principal objective of the noncompetitive Breather International Film Festival is to promote and encourage an awareness, appreciation and understanding of the art of cinema. Its mandate is to present the most outstanding films produced in every part of the world. Films are selected on the basis of quality and originality. Preference is given to premieres. The Festival also promotes contacts between industry professionals to assist in the development of the American motion picture industry.

Dates : This is the First annual Breather International Film Festival.

The Festival Organizing Committee reserves the right to rule on cases not foreseen by these regulations, but in accordance with International Regulations. Participation in the 2005 Breather International Film Festival implies acceptance of the Rules and Regulations by the producers and their agents. Should the meaning of these regulations be contested, the English version will be considered the authentic one. The Festival is recognized by the International Federation of Film Producers Associations (FIAPF). Submission Guidelines :

Selection : Festival Programmers select and invite all films presented at the Festival. Filmmakers selected to participate will be notified. Filmmakers not selected will be notified by fax and/or international post. 11: Submission Materials : Please include the following materials with your submission: -one 1⁄2" VHS (NTSC or PAL) video cassette or DVD (Region 1 only), or 16mm or 35mm print of the completed film. Please indicate if the submission is a rough cut, or a work in progress. Submissions must be labelled with the title, running time, format and return address. Submissions will NOT be returned, unless return shipping information is supplied, including a courier account number, requested in 7.2. -a fully completed Film Submission Form plus any available press notes. Producers and their agents are responsible for the accuracy of all submitted materials. The Festival accepts no liability in the event that its publications reproduce inaccuracies in submitted materials. You may be contacted for additional material prior to and following selection. Should you be informed directly that your film has been selected, you will be required to submit extensive publicity materials. A complete list of required materials will be sent to you at that time.

Print Liability : The Festival will insure the integrity of film prints only from the time of delivery to the Festival to the time the print is delivered to a shipping agent for return. In case of loss of or damage to a print, the Festival must receive notification and independent verification immediately. The Festival's obligation is limited to compensating the producer only for the cost of replacing the damaged reel(s).

Anti-Piracy Precautions and Release : The Breather International Film Festival endeavours ® to take all reasonable anti-piracy precautions. While on Festival premises, copyrighted materials are securely stored. Access is limited to our submissions, programming, print traffic and projection staff. No duplication or loaning is permitted. By submitting your material to the Festival, you hereby release the Festival from any and all risk and liability in the event of theft or breach of copyright of your materials while on Festival premises. If you wish to discuss any security measures during Festival screenings, please advise us separately, addressed to: submissions@torfilmfest.ca 14: Shipping Information : i. ALL packages containing film or videocassettes must be marked clearly with the title of the film, the sender's return address and the Festival address, exactly as below. ii. All submissions must be sent prepaid. The Festival will not accept collect shipments. Film prints will be returned at the sender’s expense as soon as possible following the selection screening. iii. The Festival will not assume responsibility for, nor will it accept, shipments incurring expenses for terminal charges, duties, taxes or customs brokerage. Clearly indicate on all waybills that transportation and customs charges be billed to the sender. To ensure shipments originating outside Canada clear Canada Customs without delay, please follow these instructions: a) include three copies of a commercial invoice (declaration of contents) containing the following information: -Sender’s name, address and telephone number -Receiver’s address (Festival address) -Title of film and format (e.g. VHS) -Length of film -Fair market value (standard are $20 CDN for cassette and $500 CDN for feature-length print) -Country of manufacture -Declaration "Goods on loan for Festival purposes only. No commercial value. Non-pornographic." -Sender’s signature b) The commercial invoice must be included with the courier waybill. If you are shipping via international post, please affix a customs declaration label to the outside of the package. iv. Recommended courier is FedEx, where available. The Festival will not accept shipments via United Parcel Service (UPS) since this company does not deliver international duty-free shipments to Breather. v. You can obtain confirmation of delivery through the courier tracking service.
